Concerns aired over state’s policies for environmental permits

AUGUSTA — A lengthy, but rare, 2005 appeal of wastewater discharge permits for the Androscoggin Mill in Jay dissuaded the mill’s parent company to invest $40 million here, according to company and state officials.
At a public forum last week, Marc Connor, the manager of the Androscoggin Mill, told lawmakers it was the state’s regulatory process for issues like wastewater discharge permits that helped drive away the investment in Maine.
